Minimum Requirements: Experience in medical research work. Experience as a manager. Graduation from an accredited four-year college or university with a master's degree in science or a related field is required. Graduation from an accredited four-year college or university with a doctorate in science or a related field is required.    

Under the supervision of the Director of the Health Promotion and Chronic Disease Prevention (HPCDP) Section, the Medical Research Specialist serves in a highly responsible position by performing highly advanced chronic disease surveillance, research, and evaluation. The medical research specialist functions as the lead scientist by generating and/or senior level review of all scientific publications that are distributed from the HPCDP including but not limited to chronic disease state plans, and burden reports, as well as research publications including but not limited to abstracts and research presentations and PowerPoints.

Will manage the new Office of Surveillance, Evaluation, and Research (OSER) which includes providing senior epidemiology, evaluation, and research study and design technical assistance to the HPCDP section and to the staff of OSER related to current and future federally and state funded chronic disease prevention programs like Community Transformation Grant, Diabetes prevention, Cardiovascular disease prevention, and the Coordinated Chronic Disease Grant.

Will plan and assign the work of others, and directly supervise surveillance, evaluation, research, and health disparity specialist staff within OSER. Working in collaboration with division and section leadership, will research, analyze, and manage new opportunities for innovative data sharing and evaluation methods including predictive modeling to forecast chronic disease intervention effectiveness.

Develops and implements new policies, protocols,, and practices within the section for quality assessment of the data accessed to insure that scientific and standardized systems and processes are implemented uniformly across the section.

Develops the section's protocols for generating scientific publications.

Provides highly advanced technical assistance in evaluation of potential collaborative research and evaluation initiatives with medical schools, universities, foundations, research centers, and other partners.

Will plan and manage budgets in collaboration with the HPCDP section Budget planner for various chronic disease related evaluation, research and evaluation projects that will be administered through the Office of Surveillance, Evaluation, and Research.

Identifies, leads the grant application process, and implements grant-funded projects related to research projects that align with the goals and objectives of the HPCDP section vision and strategic priorities in chronic disease prevention; generates scientific publications, public health reports and presentation of completed work to agency/program management; and, when
appropriate, presents at national, state, regional, or local scientific conferences. 

Represents the HPCDP Section Director on data, evaluation, and research workgroups  as designated. Work is performed under limited direction with extensive latitude for the use of initiative and independent judgment. Performs related work as assigned.
