Job Description
The World Trade Center Health Registry (WTCHR) was created in
2002 to monitor and evaluate the physical and mental health
impact on more than 71,000 persons exposed to the September
11, 2001 disaster. Housed within the Division of Epidemiology
in a renowned and dynamic agency, the Registry's research
influences national policies concerning healthcare for those
who survived the attacks and contributes novel epidemiologic
findings to the post-disaster public health literature. The
Registry is funded by a federal grant from NIOSH's World Trade
Center Health Program.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

As co-PI, ensure compliance with IRB-approved protocols and
co-author annual core Registry IRB protocol renewals. Develop
and implement protocols and submit protocols to the IRB for
approval as needed. Respond to funder requests. Approve
content and release of all mass communications to enrollees.
Assist the Director in day-to-day management of the Registry,
including oversight of PS and OTPS resources to meet grant and
agency objectives.

Conduct scientific program management by serving as the
Registry's Project Manager. Lead preparation of grant progress
reports, annual funding renewals, and carryover requests.
Develop budgets, PS and OTPS budget justifications, and
research plan summaries. Monitor progress of grant
deliverables, provide guidance to unit and sub-unit managers,
and trouble-shoot potential bottlenecks and delays as needed.

Serve as a senior scientist. Participate in decisions and
approvals of proposed new studies, surveys, and manuscripts.
Review protocols and other materials as needed and provide
feedback to staff. Make recommendations for staff professional
development. Serve as lead and/or co-author on scientific
manuscripts and presentations.

Supervise and mentor the Panel Maintenance (PM) Unit Manager
and indirectly supervise 5 PM research analysts and
coordinators. Provide advice and guidance to ensure the unit
meets its annual grant and agency priorities.

Supervise and mentor the Confidentiality Coordinator and serve
as one of two Registry Designated Confidentiality
Coordinators.

Oversee staff confidentiality trainings, access rights to
Registry data, and periodic reviews and enhancements of
security and confidentiality protocols.

Review all external data requests prior to release to ensure
security and confidentiality protocols have been followed.
Participate in discussions with the IRB chair and preparation
of reports as needed.

Provide guidance as needed in the preparation of Data Use
Agreements and other legal data agreements and approvals from
NYC DOHMH General Counsel's Privacy Officer and external
entities.

Assist the Director in oversight of the Registry's IT/Systems
Unit. Provide guidance to assist the unit in meeting its
annual grant and agency priorities.

Conduct other activities as needed.
-
Prepare and deliver verbal and written reports of activities
at Registry and Division meetings, and at other Agency and
NIOSH meetings as requested.

As needed, oversee special projects, serve on hiring
committees, develop and implement new initiatives and policies
to enhance Registry day-to-day operations, and communicate and
collaborate with internal and external partners.
Minimum Qual Requirements
1.
For Assignment Level I (only physical, biological and
environmental sciences and public health) A master's degree
from an accredited college or university with a specialization
in an appropriate field of physical, biological or
environmental science or in public health.
To be appointed to Assignment Level II and above, candidates
must have:
1.
A doctorate degree from an accredited college or
university with specialization in an appropriate field of
physical, biological, environmental or social science and one
year of full-time experience in a responsible supervisory,
administrative or research capacity in the appropriate field
of specialization; or
2.
A master's degree from an accredited college or
university with specialization in an appropriate field of
physical, biological, environmental or social science and
three years of responsible full-time research experience in
the appropriate field of specialization; or
3.
Education and/or experience which is equivalent to "1"
or "2" above. However, all candidates must have at least a
master's degree in an appropriate field of specialization and
at least two years of experience described in "2" above. Two
years as a City Research Scientist Level I can be substituted
for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum
probationary period of one year.
