Ensuring that Oregon's largest local public health agency is working at the cutting edge of research, evaluation, and reporting is a major undertaking. This calls for a dynamic, forward-thinking, collaborative analyst who is committed to using their training and experience to reduce health inequities and promote population health. This position calls for someone who enjoys complex work, working with multiple teams, and collaborating with partners to establish and grow opportunities to access population health data. By fulfilling this role, the Research Evaluation Analyst Senior helps our organization assure, protect, and promote the health of the more than 735,000 people of Multnomah County.
 
Community Epidemiology Services (CES) is a program within the Public Health Division of the Multnomah County Health Department. CES collects and analyzes data to prevent and control disease and promote health among all Multnomah County residents, with a focus on communities that experience health inequities. CES functions include: 1) public health surveillance, 2) assessment, 3) analytic projects, 4) technical assistance, and 5) protection of research study participants. The values of CES include: 1) Equity: integrating equity, empowerment, and trauma-informed approaches into sound epidemiological practice; analyzing the connections between social determinants of health and related public health interventions; 2) Partnership: partnering with communities most affected in the process and outcomes of research, evaluation, and application of findings; using community-based participatory planning, research, and evaluation; and incorporating community feedback in a way that informs next methodological steps; and 3) Creativity: thinking broadly and creatively about methodologies and looking beyond traditional epidemiological methods.
 
Key qualities of the Research Evaluation Analyst Senior include:

  • Advanced knowledge of social epidemiological principles and practices
  • Advanced knowledge of research/evaluation methodologies
  • Advanced knowledge of statistical and geographic software packages (e.g. SAS, SPSS, GIS)
  • Proficiency working with large data sets
  • Experience conducting data analyses that link program and clinical data to population health data
  • Strong written and verbal communication skills
  • Understanding of and commitment to equity and inclusion
  • Experience working cross-culturally

About the Organization
Multnomah County Health Department (MCHD), located in Portland, Oregon, is a progressive health department guided by its vision of "Healthy People in Healthy Communities." We place a special emphasis on underserved populations and are dedicated to addressing institutional and structural racism to eliminate racial and ethnic inequities. The Public Health Division (PHD) of MCHD is responsible for systems that promote and protect health and prevent disease of all residents and diverse communities within Multnomah County. Strategies include direct services, policy interventions, community partnerships, planning, and assessment. The Division collaborates with community-based partners to identify population health issues and work to create conditions that promote the health and well-being of all members of our community.
Programs in the PHD deliver public health through clinical, technical field-based, outreach, primary and secondary disease prevention, and community engagement operations. These programs work with a broad range of groups inside and outside the Health Department, including other County agencies and non-County entities such as private health care providers, health care organizations, community and neighborhood groups, law enforcement, elected officials, etc.

Minimum Qualifications/Transferable Skills*:

  • Relevant Work Experience: Four years of increasingly responsible applied research and/or evaluation experience, including experience leading research or evaluation projects is required.
  • Education and Training: Equivalent to a Master's degree from a college or university with major course work in public administration, health administration, business, or social sciences including studies in applied research or evaluation subjects. PhD in public health, epidemiology, public administration, business, or applied research related discipline is desirable.

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Advanced knowledge of research/evaluation methodologies and experience analyzing population-health data and evaluating public health programs.
  • Advanced mathematical, statistical, and information technology skills, and willingness to learn new software programs;
  • Advanced knowledge of software systems (e.g., SAS, R, SPSS), descriptive and inferential statistics, qualitative data analysis and data management is an essential function in this position;
  • Experience with Geographic Information Systems (GIS) software;
  • Proficiency working with large data sets;
  • Ability to work collaboratively and effectively with people of diverse backgrounds;
  • Advanced skills in scoping, synthesizing, writing, and reviewing reports, peer-review journal articles, data books, fact sheets, presentations, and other reports for a wide variety of audiences
