The NC Department of Health and Human Services (DHHS), in
collaboration with its partners, protects the health and
safety of all North Carolinians and provides essential human
services.
The Communicable Disease Branch of the Division of Public
Health primarily deals with infectious diseases that are
reportable by law to the state health department, as well as a
few other communicable diseases of public health significance,
such as influenza, norovirus infection and certain
healthcare-associated infections.
This is a new position within the Communicable Disease Branch
and will be based in the state office in Raleigh to function
as the Vaccine-Preventable Disease (VPD) Informatics
Epidemiologist II and is needed to support informatics
initiatives affecting VPD surveillance and reporting. The VPD
Informatics Epidemiologist II will work closely with
informatics and VPD staff to: (1) Manage implementation of VPD
case reporting to CDC via HL-7 messaging using CDC's Message
Mapping Guidelines; (2) spearhead the electronic integration
of immunization registry data into the North Carolina
Electronic Disease Surveillance System (NC EDSS); (3) assist
the Meaningful Use Program Consultant and Electronic
Laboratory Reporting (ELR) Coordinator with onboarding health
care facilities and commercial laboratories via ELR; (4)
redesign VPD questionnaire packages in NC EDSS to improve
completeness of data collection for key variables; and (5)
evaluate systems for managing complex and prolonged VPD
disease outbreaks.
Knowledge, Skills and Abilities / Competencies

A
demonstrated working knowledge of and experience with
epidemiology principles,
surveillance and investigation, descriptive statistics, and
interpretation of statistical data and
scientific literature is required. Strong candidates must
show an extensive experience using SAS software. Working
knowledge of key terms and concepts related to health
informatics is necessary. Candidates must show strong skills
to perform professional, technical, and analytical work with
independent and sound judgment and initiative. Qualified
candidates must have significant skills working with
computers, database design, data management and manipulation.
Management Preferences
Familiarity with and the ability to interpret and apply
federal and state laws, regulations, and policies pertaining
to public health surveillance and the privacy and security of
health information exchange. Understanding of HL-7 messaging
and LOINC/SNOMED standard vocabularies in regard to health
systems and health data transactions. Thorough knowledge of
informatics infrastructure required to develop and maintain
surveillance systems plus the principles, methods, materials,
practices and procedures applied in public health surveillance
systems. Experience with functioning as a liaison fostering
relationships with internal and external stakeholders, and
participating in multi-disciplinary, multi-organizational
project teams. Also, the candidates must have the ability to
communicate effectively both orally and in writing.
Minimum Education and Experience Requirements
Doctoral degree in epidemiology, nursing or a closely related
health field from an appropriately accredited institution; or
Master's degree in epidemiology or a closely related health
field from an appropriately accredited institution and two
years related epidemiology experience; or, bachelor's degree
with a closely related science or nursing degree from an
appropriately accredited institution and four years of
epidemiological experience; or an equivalent combination of
education and experience.
